Reglementarea vetustă şi contradictorie a categoriilor de plasamente considerate sigure în dreptul românesc

ABSTRACT

Since 2023, the budget deficit has been gaining more and more percentages in relation to GDP. Solutions are being sought to reduce the deficit. One of the means is to attract the population's savings from bank accounts to the capital market. There are legislative obstacles to directing the population's savings to the stock exchange. This paper examines the contradictions of Articles 831, 832, 833 and 835 of the Civil Code and the limitations of the Joint Order of the National Bank of Romania and the National Securities Commission no. 11/71 of September 30, 2011.
